I have no idea why we would ship a dashboard like that. That looks like it might be a mistake by a developer and accidentally shipped it. 

I don't see anyway to set a default in the system and the article doesn't mention a way. To me this seems like a gap in functionality making it inconsistent with the other areas of the software.
