Users outside User Group being able to edit Job Categories assigned to specified groups

Reproduction steps:
1. Sign in to https://supportteam.wetrack.com/
2. Go to Profile > Settings > Employees & Departmental Areas.
3. Go to Employees > User Groups > Luiza's Test and notice that only my user is added to that group.
4. Go to Settings > Control > Jobs > Test Ticket #390972 and notice that this category is assigned to that group.
5. With your own user, access the job I created and click on “Job Category”. Notice that you will be able to slect and apply my Test category without any blockages.
Observed Results vs Expected Results: Users being able to edit Job Categories assigned to specified groups VS Being able to restrict users from changing Job Categories
What is the job the client is trying to accomplish: Prevent users from changing Job Categories
Business impact if not resolved: This causes the Jobs not to be picked up in reports, causing mismatched data and a lot of extra manual work in order to fix reports
Hi team,
Fifa has reached out asking for us to provide a solution for this issue. They need to prevent users from updating the Job Categories, as this is causing them a lot of extra manual work in order to fix reports. When troubleshooting the ticket, I thought about using the User Groups to restrict the access. However, when other users access the Job, they can still select the category that I had previously restricted. I am raising this issue here as I'm unsure if I'm having the incorrect understanding of the functionality, or if this is in fact a bug. Kaleena Perkins has also checked the issue and she also believes this could be a bug. Could you please check and advise? And, if this is the expected behaviour, could you let us know if there is any other workaround available in the system or if this should be added as an enhancement request?
