Issue Summary

• Description: Inactive users are returning in the @ options when adding a comment on an incident.
• Business Impact: Inactive users should not be found; customer is nervous the inactive user, if added by accident, might still receive a notification.

Reproduction Steps

1. Go to any incident > click into it
2. Add a comment and @ Adam Radziminski - this user is inactive
3. User is found and should not be

Verification

• Reproduced on: Support site and Hayley Demo site

Behavior Description

• Actual Outcome: Inactive users are being located in @ on comments
• Expected Outcome: Inactive users should not be returning when @'ing someone in comments
