Sustainability Module -- Permissions not sticking / CO₂ not calculating correctly

Tim and I are working with RBC Winnipeg in the sustainability module and we are dealing with a few issues. 

• We’ve seen problems with CO₂ not calculating correctly 
• Permissions not sticking consistently after set. 
• Absence of “suggested metrics,” which has made adoption more difficult on their end. -- this is more larger feedback, I doubt there is a fix for this one now.

  More info on the permissions issue mentioned above within the Planning module. When setting a user’s permissions to “Can See: Only User” and then attempting to update “Can Edit” to “Only User” as well, the system automatically defaults the Can Edit field back to All Departments.

  This behavior is not expected and is preventing proper user-level permission configuration.

  A short video is attached to demonstrate the issue.
