ERR_NETWORK_CHANGEDindicates an issue with the machine's connection to the local network, so not really something addressable on the server side. Typically you see it if the client machine is switching wifi networks, swapping beftween wifi and ethernet, or turning a VPN on or off. You will sometimes see this when a machine is waking up from sleep, too.
