ESC retains note input from previous logins/orders

Business impact if not resolved: Saved notes can cause confusion for those that submit multiple orders
Short Summary of issue (issue description): ESC configuration retains note entries from previous logins and/or orders. Is this expected? Is there a way to ensure these fields are blank upon each login if entering a new order?

Recreation Steps:
- Open the ESC link for event ID 135621 (above) and click Sign Up
- Enter the required information then click Save.
- Enter in some text in the required note fields on the first and second pages
- Continue through the ordering process and submit an order then log out
- Navigate to the Service Orders tab of the event window and open the order that was just placed
- Looking at the Notes tab of the service order, you will see the notes that were entered on the ESC now appear on the service order
- Navigate back to the ESC and login again using the same credentials
- Notice the same information is retained in the notes field as previously entered
- Navigate back to the service order and delete it then delete the exhibitor from the event
- Log back in to the ESC and notice the note text is still retained even though there is no existing record on the event of the exhibitor
Observed vs. Expected Results: Unsure - are the notes supposed to be retained or not?
What does the client want to accomplish: Is there a way to ensure these fields are blank upon each login if entering a new order?

Heather Lightsey What type of notes are these? Off the top of my head, if they are account notes, I would expect that behavior. If these are order notes and they are adding a new order, I would not expect them to retain what was previously entered. If they are editing an order and they are order notes, I would expect them to retain the notes.

Mike Schepker these are order notes, so they're added to the order once it is submitted. The Order Processing config assigned to this ESC config doesn't allow for order editing, so upon logging in to the ESC again, a new order is created each time but the note text is retained from whatever is last entered.

Seth Halvaksz - I'm not sure who is handling ESC and Ordering currently - but this sounds like a bug to me. Note fields on a new order should be blank.
