Error when trying to issue final invoice

Description of the issue: Initially customer reported an issue that while doing a final invoice for order 185648 which is under event id 550101 an error is thrown as below.

We suggested to update Transaction type EV-INV to Active. This workaround fixed the issue and customer was able to make a final invoice. But the customer wants to know the cause of the error message as this transaction was never touched since 2018.

Can you check if anyone was in the RTT window who may have changed it? I know that there are a few windows within the software that might not capture changes when certain fields are modified.
