How inventory is updated when utilizing inventory and receipt transactions is driven by two factors:

1.) Do they have parameter IN 240 set to Y

When IN 240 parameter - Allow manual entry of Inventory Units - is set to Y, sites update the inventory balances simply by modifying the inventory units on an inventory item

2.) Are they licensed to full inventory - (Inventory Management legacy or Operational Inventory)

If a site is NOT licensed to one of the above (OR IN 240 is set to Y) - inventory quantities will be updated when posting inventory transactions - meaning the quantity on the inventory item record will be increased or decreased depending on the type of transaction.  However this is all the posting of the transaction will do.

Only when IN 240 is NOT implemented OR when licensed to one of the module codes above will the posting of the transaction:

-Updated Inventory Balance Amounts and Units by Space and fiscal period

    TLDR:

If they are accustomed to updating inventory balances by entering and posting transactions - Receipts, Physical Counts, Issues, Adjustments, etc. - then they need Operational Inventory

If they just need to be able to enter the current balance of inventory for a particular item on an inventory item record, the basic inventory is sufficient.

Additonal information: in a Crosswalk demonstration with a customer (Darmstadtium), the customer said that in the past they adjusted inventory item quantity (Current Balance) by using Receipt & Return Inventory Transactions, and not by adjusting the Current Balance field on the inventory item screen. In order to define if Basic Inventory or Operation Inventory is required for this customer in the new Enterprise package, we would need to understand, if Basic Inventory allows for Receipt & Return Inventory Transaction.
