    This happens because the Enterprise API user created for the Outlook integration to make calls to Enterprise is missing a setting “License Special Access”, which indicates that this particular API user, which is used for Outlook Integration only, does not require an API license. 

    The immediate solution is to have that flag set in the API user identified as “OUTAPI”, which is used by https://nm.ungerboeck.net.

    I also adjusted the onboarding confluence page with that information.
