Functions not appearing in a Tabular Report - Why?

Description of the issue: This customer has a Tabular Report on a dashboard gadget set to pull Functions based on certain criteria. Some of the Functions that were entered by certain users are not showing on the Tabular Report and I have been unable to determine why. I am sure this is some sort of configuration-based issue, but I cannot find the criteria that is filtering out the Functions entered by this user.

Client version: 25.22025080401 in Prod (but this has also been tested on 25.22025091201)

Steps to reproduce:
1. Login to the Local Site: https://supportwebus.ungerboeck.com/DLawCC_Prod/app85.cshtml?ReturnUrl=%2fDLawCC_Prod#/ (usiadmin / ITRocks2014)
2. Change the dashboard to “Shelby Test Dashboard”
3. Note the 27 Functions that appear under Friday, August 22nd on the “Weekly Room Usage - 2025 Shelby Test 2” gadget
Note: This Tabular Report is configured to show Functions for the “Party at the Pier 2025” Event that have been Entered By or Changed By certain users. One of the users, Lindsay Custozzo, has entered several Event Functions that do not appear on the Tabular Report when her user is included in the “Entered By” and "Changed By" filter criteria on the report. I cannot find any reason why these Functions entered by Lindsay are not being included on the Tabular Report.

Compare to the Functions on the Event for Friday, August 22nd:
1. From the Main Menu or Sidebar, go to Events
2. Search for Event Party at the Pier 2025 (Event ID 17619)
3. On the Event, go to the Functions tab > Use the “Support” View
4. Note the 34 Functions that appear on the Event Functions “Support” View

Why is there a difference of 7 Functions that do not appear on the Tabular report? 

Observed results: 7 Functions (entered by Carrie Yauch, Lindsay Custozzo and Hannah Bortmas) do not appear on the Tabular Report?
Expected results: I expect these functions to appear because these users are all included in the report criteria for “Entered By”.

Additional insight from the customer: "We’ve found that the issue isn’t with who created the function, but rather the last person who updated it.  And we’ve had a second user’s updated functions not pull properly.  This user is Danielle Williams.

I have explored this both ways.  We’re run the report and things that were updated by both Lindsey and Danielle weren’t on the report, but when I go in and click “save and close” (while making no changes to the function), they were then included, and things that were on the report were then removed when Danielle goes in and does the same procedure".

What is the job the client is trying to accomplish: Customer wants to view upcoming Functions.

Business impact if not resolved: From the customer, “If this report doesn't pull properly, critical event details may be missed. Also, since this issue seems to only affect one user, it's less obvious when things are missed, compounding the problem”.
