Unable to control table borders in Merge Template

in 25.1, i'm trying to produce a table in a Word template document that has borders on specific cells and no border on other cells. I was able to control individual cell borders with HTML in old UI. It appears 25.1 keeps resetting my border styles each time I Apply Changes.
Am I doing something wrong?

This is what I'm trying to achieve. BEFORE i hit save, when I make my html modifications and switch back to display mode, it appears correct. As soon as I hit Apply Changes, the table style reverts and brings back table borders.

Dustin confirmed this is a known issue and is already under investigation in Jira ticket VENOPS-7100.
