Business impact if not resolved:
Short Summary of issue (issue description): Activity Reminder emails are not sent to a recipient if that recipients personnel account is not connected to a User account? This appears to have changed in 24.4 x version we upgraded to on 1/28. This has always sent an email in the past. The Activity Reminder recipient dropdown list includes personnel accounts which is how we have an Accounts Receivable setup, as a personnel account. However, since this is a distribution email this would never be attached to any single User.

Scenario:
Momentus user fills out an 'activity' in Momentus and lists AR (accounts.receivable@oregonmetro.gov) and other individuals as recipients for that activity email.
Expected:
Every recipient receives an individual email
Actual:
The individuals receive the email, not AR (accounts.receivable@oregonmetro.gov)

I asked engineering and here was the response:
"I'm not aware of any intentional changes for this specifically. That said, there's been several bug fixes in this area recently. Generally, activities have always been based on the personnel accounts used and the user that is logged in has to have a personnel account associated with their user to be able to have them assigned/emailed.
The scenario of having an activity email not sent to a personnel account that's not attached to a user isn't something I'm familiar with though. We might have to have the team take a look and see what the code can tell us. "
