Registration Promo Code Shows as Applied when Editing Reg Order Online

The Dallas Cowboys are running into an issue with registration.
When a person registers for camp and uses a promo code, initially it will discount correctly. However if a person comes back into the order to edit their selection. The system says that the promo code has been accepted but does not apply the discount. The promo code box is greyed out and so it does not allow for the promo code to be reentered.

Jeremy Elmore Are there restrictions on the Promo Code, such as date or only available for specific functions?
Also, is this a single page form? Based on your screen shot, it looks like it may be. Best practices is to not use a single page form any time pricing gets involved. It was designed more for RSVP workflow. What happens if you put a page break on the payment page so that the payment page has nothing else on it?
Either way, I think there is a bug here. Either we are not applying the promo code when it should be applied or we're not applying it because a restriction but the page is still telling us it was applied. If there are no restrictions on the promo code that would exclude it from the order then my gut is telling me the first part is true.

Mike Schepker - there are restrictions on the promo code for specific functions, but all functions are included.
The same behavior was observed with a page break on the payment page. I had a feeling that this was a bug.
